Start by soaking the dried mushrooms in wine and broth for 20 minutes. Then remove the mushrooms from the liquid, reserving the liquid for cooking.

Finely chop the shallots and mince the garlic. Cook the shallots in a tablespoon of butter over medium heat for 2-3 minutes. Then add the garlic, mushrooms, chopped thyme, and rosemary and cook for another 2-3 minutes. Remove the vegetables from the pot.

Add the remaining butter to the same pot. Add the rice to the butter and cook, stirring frequently, for 2 to 3 minutes, until translucent. Now begin adding the wine and stock mixture, about 1/2 cup at a time. Continue cooking over medium heat, stirring constantly. Add more as the liquid is absorbed by the rice. After about 20 minutes, most of the liquid will be absorbed by the rice.

Return the vegetables to the risotto pot. Sprinkle with cheese and pour in the cream. Turn off the heat and continue to stir until everything is well combined and hot. Taste and season with salt and pepper as needed.
